Highway Department Hosting Virtual Open House on the Co. Rd. 118 Project in Monticello

The Wright County Highway Department is holding a virtual open house concerning the Co. Rd. 118 (Fenning Avenue NE) reconstruction project in Monticello. Here is an overview of the project.

What is proposed?  The Wright County Highway Department plans to reconstruct County Road 118 (Fenning Avenue NE) from County Highway 37 to the intersection of School Boulevard/CSAH 18 in Monticello during the 2021 construction season.  The project is approximately 1.8 miles in length and will include both an urban (curb & gutter) and rural design. The urban design portion will be in the northern part of the project, in the city of Monticello and will have two 12-foot wide bituminous travel lanes, center left and right turn lanes, and a separated recreational trail on the east side of the highway (which will be owned and maintained by the city of Monticello). The project will also include intersection improvements at the Highway 18 (Jason Avenue)/School Boulevard/CR 118 (Fenning Avenue NE intersection and the CR 118 & County Highway 37 intersection.

Why is the improvement being done?  These improvements are being done to address safety/capacity/congestion issues at the intersections and pavement deterioration and long-term safety/capacity needs of the corridor that the current roadway is deficient in both cross-section and structural strength.  The CR 118 Reconstruction project is identified as a Short-Term (2019-2023) improvement in the Wright County Long-Range Transportation Plan, dated September 2019. The project is also included in the Wright County Local Option Sales Tax projects list (approved June 13, 2017) as a short-term project (2018-2022). The project will improve safety and capacity by widening the roadway to provide for left-turning traffic, providing right-turn lanes, and intersection improvements to meet current state aid design standards. 

What is the Project Schedule?  Preliminary design is currently underway and a virtual open house will be held (due to the COVID-19 pandemic) from mid-October through November 6, 2020 to present information and get input from affected stakeholders. Right-of-way parcel acquisition meetings will begin later this year and it is expected that construction activities would begin as early as May 2021.  Travel should be fully operational for the winter of 2021-22, although final paving may not be completed until spring of 2022.  If not completed in 2021, the final turf restoration would be accomplished during the summer of 2022.

What is the funding source?  The project will be paid for with a combination of funding that includes county local option sales tax funds, and local city funds.
